This cul-de-sac was christened in 1965 to honor Encino’s “Sister City” Puerto Vallarta, Mexico. Encino isn’t its own city, of course, but it was a symbolic gesture. The Encino Chamber of Commerce, led by dentist Dr. Arnold Greene and his wife Rollie, first reached out to Puerto Vallarta in late 1962 to establish a Sister City relationship. Avenida Puerto Vallarta was formally dedicated on August 11th, 1965; Puerto Vallarta mayor (technically “municipal president”) Óscar Rosales and his wife Carmelita attended the reception, emceed by Mexican-born Hollywood actor Gilbert Roland.
