Lorraine Boulevard

Real estate developer Robert Arnold Rowan (1875-1918), who established the historic Windsor Square neighborhood in 1911, named this street for his daughter Lorraine (1905-1985). She would marry three times in her life; her third and final husband was U.S. Senator John Sherman Cooper (R-Kentucky). Lorraine Rowan Cooper was a prominent party hostess in Washington, D.C. and later in East Berlin, when her husband was appointed America’s first ambassador to East Germany. The Coopers were good friends with John and Jackie Kennedy, and entertained them often.
