Baltimore and Toledo are the two survivors of eight city-themed streets introduced by Garvanza developer Ralph Rogers on his “New York tract” in 1887. There were also Boston (now Hub Street), Chicago (now Avenue 57), New York (now Irvington Place), Philadelphia (now part of Aldama Street), St. Louis (now Milwaukee Avenue), and Washington (now Buchanan Street). Those were all renamed in 1900, a year after Los Angeles annexed the Garvanza neighborhood, as L.A. already had streets by those names and duplicates were not allowed.
